UDeRM raised for discussion and approval for the next full month of March the following motion (05/03/2010)

One of the greatest challenges currently under any government, caused by the aging of the population in general is to respond adequately to the needs and services required by a collective, the older people who, after having served the society throughout their lives, now require assistance decided by public authorities to provide protection and proper attention to their needs.

That is outlined in our Constitution, in Article 50 which states that "public authorities shall guarantee, through adequate and periodically updated pensions, a sufficient income for citizens in old age.

Also, regardless of family obligations, promote their welfare through a system of social services that address your specific health problems, housing, culture and leisure. "

This constitutional mandate requires all governments to act in defense, protection and assistance to our seniors, not only by law but by moral and ethical obligation after a lifetime of service to others.

In our town we were pioneers within the regional municipality building in the center of our municipality of residence for the elderly, the current Residence Virgen del Rosario, the CAAC's own center in the region of Murcia, breaking with the tradition of building such residences on the outskirts of cities, isolating the elderly of the daily hustle that generate urban centers.

A gesture is recognized by all government sectors, and that certainly was a landmark of our city council regarding the integration of this group, placing such residence in a privileged position, centrally located and where older people did not feel secluded but protagonists every day in our town.

Our residence at the time deserved praise from all professionals, and public recognition for their work to integrate and recognize the value of our seniors.

Years pass, and it is fair to acknowledge the great work of all staff that has passed now serving in this residence, forming part of the list of homes for older people funded public places IMAS, as a center, but also is true that in recent years has been drastically reduced its capacity by legal requirements.

Approval of Decree n º 69/2005 of 3 June, laying down minimum conditions to be met by residential centers for seniors publicly or privately owned, established himself as the object of determining the minimum conditions and functional materials residential centers for seniors, their staff and their qualifications minimum, establishing the single transitional provision requiring adjustments to the residential centers to the conditions and minimum requirements described in regulation, and providing that the facilities and services to existing residential entry into force of this decree did not meet the minimum conditions laid down by it, would have a maximum of eighteen months, when they were functional conditions and five years old when they were material conditions.

Also regulated in Annex 1 No Minimum Conditions common to all Residential Services for Older Persons.

This regional regulation has made our residence must necessarily adapt to this new regulation, which certainly is detrimental to the positions offered, so it had to reduce drastically the number of potential users of this facility.

Just keep in mind that this residential, both for the prestige gained by the work of its staff, for the conditions of the center since its inception has had long queues to get into the same situation that is exacerbated today by adaptation to the new standards mandatory.

Since 2006 we have seen how many residents of our town have had to resort to nursing homes such as Fuentealamo Totana or to enjoy the service required, or where appropriate, the more fortunate, to private residences.

We are convinced that urgent intervention, both official figures alhameña age of citizenship, according to latest official figures from the INE, the official total population at the end of 2009 of 19.860habitantes in our municipality, the number of people over sixty years in our town was estimated at 3,828 residents, potential applicants of this service, over 38% of the total population, also urgently motivated by the practical absence of this service in our town, remember that the number of places offered this residence is only 65 users, which number will be reduced progressively to adapt to new regulations and the potential demand for it.

This intervention has been sought on several occasions to our government team, team in the last plenary session, he hinted, by the mouth of planning councilor, who had contacts with the Ministry of Social Policy, when does no more than a year when he held the office of Mayor, and after a visit of the Minister for Social Policy, Joaquín Bascuñana, either one or the other, expressly denied the possibility of a new home for the elderly.

In this plenary meeting also confirmed the incorporation of municipal land civic buildings under the Dryland partial plan, and the immediate development of these parcels under ten percent of our uses, and agreed with the urban entity created to develop the partial plan, and as everyone knows, the first step for our town have the means to respond to the demands of their neighbors in this issue is the provision of land required for this purpose for we speak of powers under the CCAA.

For all these reasons, this group, concerned that our social services can respond the demands of this type of services required by citizens of our town, especially those lacking financial resources to manage other alternatives proposed in Parliament Town Council to adopt the following resolutions:

FIRST: Start the paperwork, after complying with the requirements of Art.

110 and 113 of the Rules of Real Estate Entity for the assignment and availability of the Ministry of Social Policy at CCCA Murcia Region of the parcel described as rotational equipment inserted into the Dryland pp for construction of public housing for older people with Alzheimer's treatment unit in Alhama de Murcia.

SECOND: To urge the Ministry of Labour and Social Policy for under the fiscal year 2010 included as a nominative in its proposal to the Ministry of Finance in the investment chapter of the expenditure budget for the construction of a residence older people in Alhama de Murcia.

Third: To authorize the Mayor to resolve all steps arising from this agreement.

FOURTH: Order of the political forces that shape the city council, their commitment and adherence to the initiative presented in this motion for review and approval.
