Motion of archaeological heritage UDeRM (10/11/2009)

UDeRM letter and motion:

Undoubtedly, the current two excavation areas located on the Cerro del Castillo, in the walled area and in the Castle Hill area, are a clear example of the commitment that once made the People's Party, back 1999, recovery and enhancement of its historical and artistic work, carried out a decade and, fortunately, continues to this corporation.

Result of work done in the ten editions of the work camp sponsored and initiated by the then Department of Youth, now the Institute of Youth in the Region of Murcia, and organized by the Youth Council since 2000, has been recovery and further action in one of our property declared BIC and the beginning of which we believe will be a reference archaeological our region, such as the Hill of the drainer.

These areas of work laid the foundations that underpinned that our City was included in the program Castrum, financed by European funds, and that was decided to start in order to make our flag a landmark archaeological regional level, a company that was supported of our autonomous communities through its Directorate General for Culture, funding two projects, and lighting the project to be submitted to the Ministry for funding under one percent, were granted financial support currently given to financial support actions being implemented in the walled area of the Castle and culminating in the restoration of the tower, image and shield of our city.

This type of betting a huge need for financial aid, which exceeds the capabilities of local finances, and even the regional finance, having managed resources at the ministerial decision and search European projects related to heritage.

In this line we should welcome the work done on the occasion of PGMO of Alhama de Murcia, regarding the definition, specification, documentation and protection of archaeological sites in our municipality.

Currently, the CAAC, in accordance with Law 4 / 2007 of March 16, Cultural Heritage of the Autonomous Region of Murcia, is putting together the archaeological map of the region of Murcia, and we understand from our group it is necessary to improve recognition of our greatest archaeological potential, requesting the inclusion within it of the areas that were cataloged and protected by our planning, and archeological sites as described in the Act.

Likewise, and in accordance with Law 4 / 2007 Cultural Heritage and may, in accordance with the provisions of art.

61 and following of that instrument, planned by the Ministry of Culture for the areas in which concur archaeological, paleontological or cultural landscape, to preserve their cultural values and facilitate their study and enjoyment of present and future generations, and instruments establishing the configuration of this planning Management Plans Cultural Heritage, established within the categories that can be classified areas affected by these plans Cultural Heritage Management is the figure of Archaeological Park, which in turn is defined as the area where you know the existence of one or more archaeological sites because of their special features and integration with natural or cultural resources worthy of special planning, and bringing Clearly, these criteria set consisting of the fortified area Castle, the Hill of Palera and Baths Museum, as well as environmental Castle Hill itself, is scheduled this area, clearly defined, and Archaeological Park, as it has been processed to the site of the Windlass Hill, Cartagena, or Cypress in Lorca.

Needless to say the things that make our City Council must fight for this listing, for doubtless get differentiating such documentation would shout with other archaeological sites in the region, major tourist attraction, we would benchmark in the region and spur and solid base to continue getting the necessary funding for such projects.

For all these reasons the Panel proposes to the plenary of the Corporation, for discussion at the regular meeting of November as follows:

1.

That the City Council requested the General Directorate of Fine Arts and Cultural Inclusion of our archaeological sites within the archaeological map of the region and to start file statement of cultural interest, with the rank of Archaeological Zone, a for fields declared and defined in Alhama de Murcia PGMO.

2.

Is requested from the same entity declaration in accordance with the provisions of Law 4 / 2007 of March 16, Cultural Heritage of the Region of Murcia, Cap.

V "PLAN OF ORGANIZATION OF CULTURAL HERITAGE" Article 61 and following, as the archaeological ARCHAEOLOGICAL PARK described in the part.
