Positioning IU + Greens on issues discussed in plenary Extraordinary October 13 (21/10/2009)

Press remido by IU + LV:

On the first point dealt with the final approval of the Plan Parcial La Ermita, a macro-development of 1.6 million square meters, with some 350,000 m2 of buildings.

Therefore could accommodate more than 3,000 houses and 6,000 inhabitants.

A IU + Greens always these urban developments have raised serious doubts about its compatibility with the general interests and sustainable development.

Because of its magnitude implies a high demand for goods, services and social, health, safety, education, etc.

These macro-projects have become the shortest path to finance some municipalities to assume powers that are inappropriate, and they suffer cuts in state and regional administration.

In IU + Greens not "commune with millstones" when we want to sell these projects as sustainable development.

It is possible to multiply the population of Alhama of five, in a couple of decades, creating independent cities throughout the municipality, without this implying a negative impact on the current inhabitants of Alhama, on its environment, culture, and resource natural. "Another rooster sing us" if we invested half the effort that we use in these macro projects in the productive economy, research and development or agriculture, of which some only remember when we must raise the banner of the Water for All.

It is understandable, at least for IU + Greens, who are currently paralyzed Partial Plans of this type, and continue passing more.

Partial Plans Probably we know this is the greater integration in the present and less aggressive.

But we have already shown that we can not be isolated from the same vision, so we voted against.

Secondly, consider the inclusion of new roads in the inventory or modification.

Since IU + Greens remember that is not yet published in the BORM Ordinance Regulating the Use of Public Roads that the full approved in September, which would have been desirable job without waiting for final approval.

Moreover, an issue as important as this has not been given the necessary diffusion during the arguments.

In any case, we considered successful proposals to restore the layout of some roads and route changes proposed.

And we call for the rejection of any applications for private roads were regarded as public, which had negative reports.

Finally we discussed the Works and Services Plan for 2010.

Our Municipal Group publicly announced that, despite our population increasing and increasingly we need more investment, objectively and with the data in hand, our people and the alhameños receives less and less money for these plans.

IU + The Greens have demanded, through motions, which are not recognized in funding cuts to local corporations, but to increase resources for municipalities.

However, in the Works and Services Plan 2010 back to suffer a further cut of revenue from the regional administration.

Overall, the POS 2010 is reduced by 15% compared to 2009, which are more than 70,000 euros.

Our City will 65% of resources to fund this plan, increasing its percentage to the previous year by more than 90%, however the regional government will invest 60% less.

The numbers are governed scandal since PP-PSOE pact: in 2008 our City contributed 14% of the POS, this year 2009 to 30% and for the next 2010, 65%, while the contribution from the Community is inversely proportional to the Hall, this exponentially cut.

We have gone from receiving transfers of more than 400,000 € in 2001, less than € 150,000 nine years later.

If we also take into account the CPI accumulated over the years, this concept would have lost another 25 points.

Therefore, it is undisputed that the financing of the Plans of Works and Services, in this City we "pa after" such as crabs.

We again note that the PP-PSOE pact in Alhama, is not synonymous with more external resources for investment through the Plan of Works and Services.

Quite the contrary, the City must make greater efforts to address the renewal of street lighting or the arrangement of the streets.

In short, a Plan of Works and Services, could be described as correct in terms of the actions concerned, but ominous as to the source of funds to finance it.
