LOCAL GROUP MOTION FROM LEFT UNITED + THE PLENARY ON THE GREEN: DEMAND FOR CENTRAL AND REGIONAL GOVERNMENTS TO ENSURE AND ENHANCE THE FINANCING OF MUNICIPALITIES IN THE REGION OF MURCIA "

These days we attended the news about cuts in funding from local corporations, announced by the Central Government, as part of measures to be taken before the economic crisis.

Again, local councils, as "poor relations" of the state administration, are disposed to suffer, in their already impoverished coffers, the consequences of a crisis that the central and regional government, has come without timely forecasts.

The financing of municipalities is a pending since the beginning of democracy and in recent years has been parked in the heat of income for urban development that is completely unrealistic show.

Local corporations have increased their staff and current expenditures assumed expertise and investment that do not belong by law, a strong growing debt seriously affects the basic operation.

Meanwhile, central and regional governments, local issues, rather than a solution, is an element of mentoring, which determines municipal policy, restricting their autonomy.

Budgets this year will be settled on economic imbalances, with the sharp drop in revenue, which will jeopardize their basic operation.

The assumption of jurisdiction, without financial resources to ensure their consolidation in Education, Employment, Social Services, Agriculture, Public Safety, Health and investments, which correspond to the Central Government or Autonomous Corporations has been, like that of Alhama, a significantly increase its obligations, mortgaging their resources for many years.

In the current economic climate, it is unacceptable that the municipalities pay for the crisis again and it's time to stand up to a structure that is parasitic in some cases, has little social benefit and determines policies to be followed by corporations, conditioning income or grants to programs that are imposed without elected representatives in local councils.

In times of crisis, an accurate measure would give local government resources to boost the economy and diversify employment, where the closer it is to the citizens.

Raise in Parliament the following motion:

The City of Alhama de Murcia, is aimed at central and regional governments to demand that there is not one cut in funding items of local corporations.

The Full Council of Alhama de Murcia, requested an urgent meeting between the Federation of Municipalities and the Central Government to drive change in the percentages to receive state revenues, increasing the resources of the municipalities, with the goal of 25 % of total local government.

We ask the President of the Regional Government to change the system of allocating funds to local councils, by establishing one in which corporations decide which programs and investment using resources allocated to them on a distribution objective, proportionate and fair.

We urge the Regional Government to reduce the high fees, consultants and expenses, deriving these resources to municipalities for use in investment and stimulate the economy, entrepreneurship and public investment.
