The government team explains the issues to be discussed at the December regular meeting to be held on Thursday (27/12/2011)

On Thursday, the 29th, there will be the regular plenary session of December at 19.30 pm.

In this call, in one of your points, will discuss the ordinance to regulate the participation of citizens in the House.

This is one of the many aspects that are regulated in the new organic regulation the government team takes to the House, as committed to the principle of the legislature.

The government team wants to explain that since the entry into force of this Regulation for the organization and operation of the City Council of Alhama, in accordance with Art.

99, after the plenary session, the Mayor shall establish an ample opportunity for audience questions.

Another novel aspect is the introduction, for the first time in the democratic history of Alhama, half an extraordinary plenary session of the legislature, to carry out a monograph discussion on the state of the municipality, with the aim of achieving closer of municipal affairs to the public.

Also new, and as already exists in other institutions, establishing a time limit on speaking time will be identical for all groups, regardless of their degree of representativeness, which require more effort of synthesis and specificity in the presentations of all Councillors and will fuel the plenary sessions, increasing the interest of the people who follow them.

Coupled with the previous regulation, the government team, aware of the importance of deepening participatory democracy, leads to the full for the first time a statute of Citizen Participation, which collects and regulates citizens' rights, such as information, participation, petition of proposal, the referendum, the citizens' initiative, the public hearing and intervention and incorporate the full municipal proposals.

It also promotes the association, giving neighborhood associations, cultural, sports, youth and otherwise, the prominence they deserve, regulating the organs through which they may participate in municipal life, such as the Local Board of Participation and Municipal Councils.

Other issues that go to the next regular plenary session of December are revoked on the record of the previous legislature for making public roads ordinance, with the commitment to the new text in the full month of February and the transfer agreement municipal plot in New Espuña for construction of the new institute Valle de Leiva, so that next year could be drawn up the project and start the work.

On the other hand, is the initial approval of the ordinance regulating terraces.

The government team wants to explain that this proposal has not been brought to this House to be waiting for the new government of the nation, the adoption of a "law of transparency and good governance", which will introduce ethical principles and of conduct for public officials to-date, which must be taken into account, project, according to the commitment of the Government of Spain, should be finished by next April.
