Valuation of the Extraordinary Plenary of November 14, 2017. IU-Greens (18/11/2017)

The extraordinary plenum contained two issues of great importance for our municipality, the request for assistance in the implementation of the Integrated Sustainable Urban Development Strategy (DUSI) and the start of the remunicipalization of the Water Service.

From IU-Greens we have been defending for a long time the need to carry out an exhaustive study of our town to see what was most necessary, which areas were the most degraded, where we had to act with more urgency, taking as main premise the social interest , to build, together, for the first time, a better people for all.

Therefore, when it was proposed to elaborate a proposal for an Integrated Sustainable Urban Development Strategy that hinders a grant from FEDER funds, from IU-Verdes we actively collaborate in it, even contributing the study that we carried out for the elaboration of our municipal program.

Unfortunately, our locality was not selected in a first call in January 2016, nor in the one that was presented in December of that same year.

For this second call in the Region of Murcia will have a total of 22.4 million euros for municipalities between 20,000 and 50,000 inhabitants, our City Council has resumed the project to request this grant again, in the that they are requesting 5 million euros to finance the project "Alhama para Vivirla" whose budget is of 6,250,000 to invest in the period 2017-2023, with the challenge of making Alhama a modern city that combines traditional values, Improve your infrastructures efficiently, diversify your economic model, reduce unemployment and be respectful of the environment.

In IU-Greens, we hope that the third one will be overdue and that our people will be one of the recipients chosen for this grant, through which many of the above-mentioned challenges could be solved.

In the second issue of the Agenda we recall that one of the first initiatives presented by IU-Greens in the Plenary of the new Corporation, in September 2015, was a motion on the remunicipalization of the Water Supply Service.

In it we express the conviction that public authorities should be the ones who manage the rights of citizens, and water is one of the essential rights.

We understand that the management of the rights of citizens must be in public hands, which is the way to guarantee that this right is administered with social justice, in an equal manner and ensures our rights and obligations.

In this same line within the amendments that IU-Greens submitted to the 2016 Budget, it was approved to provide an item for the performance of a service audit, through which a specialized consulting firm was hired to prepare a technical, economic study. and legal on the different management models, proposal for improvement and efficiency of the Water Supply Service.

After a year of work of the consultant, several drafts and numerous meetings, last October 3 we were given the final study with an analysis of the management models, technical diagnosis of the service, investment proposal and a comparative study of the rates of water supply and sanitation services in other municipalities.

In its conclusions it indicates that "the economic profitability of the Direct Management, by means of Local Mercantile Society is superior to the forms of indirect management".

For the change of management model it is necessary to open a file accrediting the convenience and timeliness of the measure, which requires the creation of a commission to prepare a report with the social, legal, technical, financial, management, project service prices, etc.

It should also include a comparison between the different forms of management that takes into account the economic profitability criteria and the recovery of the investment.

Since the year 2019 ends the contract with the current concessionaire, we consider that the ideal time to consider the convenience of the remunicipalization of this service, so from IU-Verdes we approve to continue with the legally established procedures to determine with rigor what option is the most convenient for the general interest of the Alhameños.
