IU-Verdes Alhama requests budget allocation for Gender Violence and presents for the November plenary session two motions for debate (28/11/2016)

IU-Verdes Alhama has requested that a budget line allocated to gender-based violence be allocated to the next municipal budgets.

Petition attached to the joint motion presented by the municipal groups of Alhama, on the occasion of the celebration of the International Day against Gender Violence, included in the agenda of the next plenary session of November 29.

Similarly, from IU-Verdes Alhama, two motions have been submitted for debate and approval;

One for the cleaning and maintenance of the channels and ramblas by the Segura Hydrographic Confederation.

On the other hand, the motion for the closure of foreign internment centers (CIES) and their conversion into reception centers for foreigners who guarantee human rights.

Motions that we reproduce next.

MOTION: REQUEST FOR MAINTENANCE AND CONSERVATION OF THE CAUCES OF THE MUNICIPAL TERM OF ALHAMA BY THE SECURITY HYDROGRAPHIC CONFEDERATION AS RESPONSIBLE AGENCY.

In the municipal term of Alhama de Murcia all the natural channels that run by him belong to the hydrographic demarcation of the Segura, and it is the Hydrographic Confederation of the Segura that has attributed within its competences the administration and control of the hydraulic public domain.

Law 10/2001, of July 5, of the National Hydrological Plan, which states that "Actions in public channels located in urban areas shall correspond to the authorities responsible for land management and urban planning, without prejudice to the powers of the Water management in the public domain The Ministry of Environment and Local and Autonomous Administrations may sign agreements for the financing of these actions.

For all the above, the Municipal Group of IU-Greens proposes to the Town Hall of Alhama de Murcia to adopt the following

AGREEMENTS:

Require the River Basin Authority, the Segura Hydrographic Confederation, to take responsibility for the current legislation and to carry out maintenance and cleaning of river beds.

To urge the Hydrographic Confederation of Segura, to carry out surveillance and signaling work to maintain the best conditions for the streams, branches and creeks of our municipality.

Encouraging in the signs of prohibition of throwing waste to the channel of the same.

Act in the channels that are of municipal competence, establishing if necessary an agreement with the Basin Organization.

MOTION: FOR THE CLOSURE OF FOREIGNERS 'ENTRY CENTERS (CIES) AND THEIR RECONVERSION IN HOSPITAL CENTERS FOR HUMAN RIGHTS IMMIGRANTS

In recent months there have been numerous protests at the Foreigners' Internment Centers (CIEs) in the country, including the three episodes of recent protests in Sangonera la Verde.

In parallel, there have been demonstrations and gatherings in Madrid, Barcelona, ​​Murcia and other cities that have brought to light the social revulsion because of the difficult conditions in which foreigners are deprived of their freedom in these centers.

Social organizations like Convivir sin Racismo, SOS Racismo or the Catalan platform Tanquem Els CIES, among many others, have been demanding for years the closure of these institutions, promoting a campaign for closure, against discriminatory raids and deportation flights.

They argue that inmates live in conditions that are distant from respect for human rights and that they are deprived of their liberty for administrative offenses, which in no case are criminal offenses.

That is to say, they are confined by their irregular situation in the Spanish State.

These violations of Rights have not ceased with the approval of Regulation 162/2014 of March 14 and, as the Ministry of the Interior itself has acknowledged (as an example of the response to the order issued in July by the CIE judge in Barranco Seco, In Lanzarote) in them is breached the legality leaving only closure as an alternative.

In addition, the police unions have denounced on various occasions the lack of human resources and the poor security conditions of these facilities.

The mere existence of the ICEs is in itself a violation of Human Rights and has been denounced as a legislative measure disproportionate and incompatible with article 5 of the International Convention on the Elimination of All Forms of Racial Discrimination.

The closure of these centers is possible and depends on the political will since its existence is not a mandatory issue for any state of the European Union according to its own legislation, being, on the contrary, an unjust, inefficient and ineffective institution for the intended ones Ends that try to legitimize its existence, as many authorized voices increasingly express more openly.

Finally, the connection between the existence of police controls based on ethnic profiles, the deportation flights and the increase in internments to the CIE should not be ignored.

These controls are discriminatory and racist;

Fundamental rights;

Violate the dignity of persons and against the right to free movement of persons and breach the criteria established in the current legality, undermining the principles of the rule of law.

Therefore, they are illegal.

They have an unfair character, because their application produces a social segregation and aggravates the differentiation between the indigenous population and the foreign population.

They are practices that generate an imaginary stigmatizing that relates migration and delinquency, presenting to the population migrated as evildoers and enemies, always under suspicion, which causes xenophobia and social racism.

In addition, the high frequency of controls strengthens the sense of insecurity, causes social alarm and degrades coexistence and social cohesion in neighborhoods.

For all the above, we elevated to the Plenum of the City of Alhama de Murcia this motion in order to urge the central government to:

Declare closure of ICEs within the shortest period of time.

To reconvert existing CIES facilities in reception centers for the immigrant population, where reception, social, psychological and legal counseling, as well as different information and social-work orientation activities are carried out, aimed at the social inclusion of the immigrants.

These centers will be equipped with specialized technical personnel (social workers, psychologists, educators, lawyers, etc.) who through a multidisciplinary team and in constant coordination with the public administration and third sector entities will deal with the treatment of immigrants from a point Technical, human and social, encouraging their inclusion in community life.
