Assessment of the Ordinary Plenary of November 24, 2020. IU-Verdes Alhama (26/11/2020)

| The Plenary approves the IU-Verdes proposal to stop the proliferation of bookmakers | The Municipal Government presented its fourth extrajudicial recognition of credits.

With this, an unprecedented action in our consistory is closed, presenting up to 4 files of this type during this 2020, and extending their processing until November, for a total of more than € 315,000.From IU-Verdes we support the proposals for the new aid program to be agreed with the Federation of Municipalities to cover expenses related to the municipal police.

Also the immediate reestablishment, with all health guarantees, of the face-to-face educational modality in Early Childhood Education, Primary and first courses of ESO.

As well as the request to the Regional Government for the regulation of operation and greater provision for the Early Attention Service for children under 6 years of age with therapeutic needs due to developmental disorders.The motion on the occasion of the International Day against Violence against Women, which initially proposed to join the institutional declaration of the Spanish Federation of Municipalities and Provinces, became a joint motion of PSOE-PP-Citizens that seems more like a pact of non-aggression- totally decaffeinated that is limited to Urge the Governments of Spain and Regional to develop the State Pact Against Gender Violence.From IU-Verdes we do not support it.

We exposed the situation of women aggravated during this year 2020 by the COVID-19 pandemic and the social and economic crisis, in which many women have found themselves locked up with their abusers, calls to 016 have increased, the different gaps have increased gender, in which women are the majority in the front-line positions of the epidemic, care for dependents and care for essential services such as commerce and food, hospital cleaning, in addition to practically representing the all the employees of the care home.Therefore, we propose a battery of measures against Gender Violence, expanding the definition of gender violence beyond the couple, a comprehensive law to fight against Trafficking in Human Beings, the extension of the accreditation time of victims of violence from gender to enable their inclusion in processes of socio-labor incorporation, the promotion of equality plans with sufficient resources, develop training plans for personnel related to this scourge, and of course, strengthen the public network of care for victims.As a last point, the IU motion was approved, with the abstention of PP and Citizens, to stop the proliferation of betting houses, giving continuity to the measures approved by the Council of Ministers on November 3, which contains the prohibition of welcome bonuses, the limitation of gambling and gambling advertisements and the prohibition of sponsorships in sports equations, among others.

In this motion, we propose a series of measures, at the municipal and supra-municipal level, to tackle this problem and guarantee the right to decent and accessible leisure.We urge the Regional Government, within the framework of its competences, to establish restrictions in the closing hours and admission of clients, establish minimum distance between premises and educational, rehabilitation or health centers, carry out a planning of the maximum number of premises and recreational machines , the prohibition of betting house terminals in gambling halls, bingo halls, casinos and bars; increase inspection and control of these premises; or the recognition of compulsive gambling as a public health problem.While our City Council agreed to set up social centers managed directly by the youth where they can develop a dignified leisure, which promotes knowledge, sports and the arts; carrying out informative actions in educational centers, eliminating any advertising in public spaces of this type of establishment, modifying the Town Planning Plan to introduce limitations on the introduction of betting shops, as of next season it will not subsidize sports entities that advertise betting houses, and will urge local teams and their players to collaborate so that sport is not identified with betting.
