Transition plan towards a new normality (30/04/2020)

The Council of Ministers approved this Tuesday the 'Plan of transition towards a new normality', with the aim of scheduling the gradual exit from Spain of the most acute stage of the crisis caused by the Covid-19 disease and putting the country in march protecting the health and life of all citizens.The plan contemplates four phases of de-escalation that will be applied asymmetrically, depending on the compliance of each province or island with certain markers contemplated in an integral panel, and therefore in a coordinated manner and always adaptable to the data of each moment.Each of the phases will have a minimum duration of two weeks and its precise regulations will be developed through orders from the Ministry of Health.Phase 0 or preparation phaseThis is the situation as of today, characterized by the establishment of common relief measures for the entire country once the contagion curve has been broken, allowing mobility outside the home, mainly in the private sphere, and measures with an associated risk of contagion.

At the same time, the agri-food and fisheries sector will resume activities that maintained restrictions.An exception to this opening will be shopping malls, as they involve larger crowds.Worship centers should limit their capacity to a third and in the sports field, the opening of high-performance centers with reinforced hygiene and protection measures is contemplated, applying shifts as much as possible, and medium training in professional leagues will also be allowed.If evolution allows it, this phase will start a week earlier, on May 4, on the island of Formentera in the Balearic Islands and the islands La Gomera, Hierro and La Graciosa in the Canary Islands, due to its hitherto minimal incidence of infections.Phase 2 or intermediateIf the stipulated conditions and markers are met, in restoration, the interior space of the premises of more than 70 m2 will be opened, with an occupation of 1/3 of the capacity and guarantees of separation and only for table service.The school year will begin in September in general, except when it comes to offering reinforcement activities, allowing the attendance of schoolchildren whose parents must work in person or to celebrate the EBAU.Likewise, the resumption of hunting and sport fishing is foreseen and in terms of leisure and culture, cinemas, theaters, auditoriums and similar spaces will be reopened with a preassigned seat and a capacity limit of one third.Visits to monuments and other cultural facilities such as exhibition halls and conference rooms, with a third of their usual capacity, will also be possible in this phase.Cultural acts and shows of less than 50 people may be held in closed places with a third capacity; and if it is outdoors they will be possible when they gather less than 400 people, as long as they are seated.In this phase, places of worship must limit their capacity to half.Phase 3 or advanced phaseIn this phase, the last one until the new normality is recovered, once the required markers are met, general mobility is made more flexible, although the recommendation to use the mask outside the home and on public transport will be maintained.In the commercial sphere, the capacity will be limited to half, setting a minimum distance of two meters, and in restoration, the restrictions on capacity and occupancy will be relaxed somewhat, although strict conditions of separation between the public are maintained.Criteria for advancing between phasesThe Ministry of Health will decide, guided by an integral panel of objective markers, the disposition in which each province or each territorial unit is to advance.

These are the following criteria:1.

The strategic capacities of the health system, both in its primary and hospital care aspects.2.

The epidemiological situation in the area; that is, the diagnosis and identification of the specific situation of the pandemic.3.

The implementation of collective protection measures in shops, transport, work centers and in any public space.4.

Mobility and economic data.Estos marcadores serán públicos, de modo que la ciudadanía pueda conocer los criterios en los que se basan las decisiones políticas que van a determinar la vuelta a la Nueva Normalidad en cada territorioElaboración del PlanDurante el último mes, para la elaboración de este plan se han analizado las principales experiencias internacionales disponibles, siendo una referencia clave la hora de ruta común para el levantamiento de las medidas de contención de la Covid-19 presentada por la Comisión Europea y en línea con las recomendaciones de la OMS.Se han tenido en cuenta las enseñanzas de otros lugares, pero siempre para adaptarlas a la realidad y a la diversidad de nuestro país.

Todo con un único y exclusivo objetivo: recuperar la vida cotidiana y la actividad económica sin poner en riesgo la salud colectiva.Para la elaboración del plan, el Gobierno ha recabado la opinión y propuestas de expertos en el ámbito científico, sanitario, social y empresarial.

De forma paralela y coordinada, se han celebrado reuniones e intercambiado propuestas e ideas con los responsables de las administraciones, tanto autonómicas como locales.
