The municipal group of Citizens has proposed a series of measures to face the socio-economic crisis caused by Covid-19, "a challenge that requires extraordinary actions and the effort of all," said the orange spokeswoman, Isabel Cava.
Citizens want “10% of the total remaining treasury registered by the municipality, which amounts to more than 7,000,000, to be allocated to a package of measures that alleviates the tax burden on our neighbors, without diminishing the quality of their services "
It would be a matter of reaching a consensus on these actions between all the parties, “far from any partisan strategy, and focused on the self-employed, companies and citizens in general”.
Ciudadanos proposes grants to pay the rent for businesses, commercial premises, small companies and the self-employed, as well as exemptions to the rate for vendors in the weekly market and food market during the time they remain closed.
In the tax chapter, the reduction of the rates of garbage collection and occupation of the public thoroughfare of hospitality establishments is proposed.
There would also be a moratorium on the payment of IBI (contribution) and IVTM (car stamp) taxes.
The financing for these actions “would come from the use of the remaining cash - upon request to the Government of the nation to authorize that use - or by halving the tax increase already approved for the current year 2020 by the team of Local government ”, Cava has detailed.
Other measures would be the introduction of telematic means for the meetings and voting of the collegiate bodies of the City Council, and restoring the electronic headquarters of the City Council, in order to avoid any face-to-face procedures for citizens, supported by a specific 'one-stop shop' for the actions referred to the Covid-19 crisis.
Finally, Cava explains that Ciudadanos "also proposes a percentage reduction of all the salaries of the municipal corporation, while the crisis lasts and normality is restored."
PROPOSED MEASURES
➢ Request the government of Spain to authorize the City Councils to use the surplus in social and health care, making the spending rule more flexible.
➢ Aid to pay the rent of businesses, commercial premises, small companies and the self-employed, due to the decrease in business capacity and the drop in sales, due to the state of alarm.
➢ Exemption from the payment of the fee to vendors of the weekly market and supply plaza during the time they remain closed.
➢ Exemption from the payment of the CAI, Los Cerezos and Gloria Fuertes, while the alarm status lasts.
➢ Bonus for garbage collection fees.
➢Bonus, in the next payment once the situation of confinement has been overcome, of the occupancy rates of the public thoroughfare of establishments with a terrace during the time they remain closed.
➢ Compensation of the fees for sports activities for those users who, having paid the current month's fee, have not been able to use said facilities.
➢ Guarantee payment to suppliers by reducing the average payment period, so as not to impair the liquidity of the companies that work for the consistory.
➢ Moratorium on the payment of IBI (Contribution) and IVTM (Seal) taxes, as many weeks as the alarm status lasts, as well as postponement facilities.
➢ Immediate implementation of telematic means, for meetings and voting of the collegiate bodies of the City Council, claiming if necessary help from the Ministry of Finance.
➢ Restore the electronic headquarters of the City Council, in order to avoid any face-to-face procedures for citizens.
➢ Development of a single window to support and resolve the doubts of merchants, restaurateurs, SMEs and the self-employed affected by the COVID-19 crisis.
➢ Propose a percentage drop in all salaries of the municipal corporation, while the crisis lasts and normality is restored.
