We are facing a crisis never before confronted by our modern society, which inevitably requires extraordinary measures and the effort of all fronts to prioritize life over any other consideration.
From the GM of Ciudadanos Alhama de Murcia, we are going to propose to the government team and other municipal groups a series of measures to be agreed between all parties to alleviate the economic situation caused by COVID-19 in our municipality, since it must bring out our sense of state and move away from any partisan strategy and work together for the good of all.
These measures are aimed at freelancers, companies and citizens in general, who due to the confinement decree have been forced to interrupt their professional activity.
The current health crisis requires rapid and forceful responses, in addition to a strong adaptation of the way the administration works.
The surplus of local corporations could make it possible to offer urgent assistance services that help alleviate the emergency situation and take complementary measures.
From Ciudadanos we have asked the government of the nation to authorize the use of the surplus to those City Councils that have it, provided that they are used and dedicated to mitigating the effects of this crisis on the Citizens.
In our municipality, the surplus amounts to more than € 7,000,000 and we propose to allocate at least 10% of that figure (€ 700,000), to create a package of measures that alleviates the tax burden on our neighbors, without diminishing the quality of their services.
In the event that the state does not approve the proposal made by Citizens, we propose to our City Council that of the million and a half euros that have risen in taxes for the year 2020 intended for investments, deviate € 700,000 and apply them to compensate the losses of our neighbors, businessmen, merchants and hoteliers.
Our proposals are intended to give tranquility, confidence and certainty, for this reason the starting point that the GM of Ciudadanos Alhama considers a priority to give direct response and assistance to the whole of Citizens, in consensus with the rest of the political forces of our consistory would:
Request the government of Spain to authorize the municipalities to use the surplus in social and health care, making the spending rule more flexible.
Aid to pay the rent of businesses, commercial premises, small companies and the self-employed, due to the decrease in business capacity and the drop in sales, due to the state of alarm.
Exemption from the payment of the fee to sellers of the weekly market and food market during the time they remain closed.
Exemption from the payment of the CAI, Los Cerezos and Gloria Fuertes, while the state of Alarma lasts.
Garbage collection fee bonus.
Bonus, in the next payment once the situation of confinement is overcome, of the occupancy rates of the public thoroughfare of establishments with a terrace during the time they remain closed.
Compensation of the fees for sports activities for those users who, having paid the current month's fee, have not been able to use said facilities.
Guarantee payment to suppliers by reducing the average payment period, so as not to impair the liquidity of the companies that work for the consistory.
Moratorium on the payment of IBI (Contribution) and IVTM (Seal) taxes, as many weeks as the alarm status lasts, as well as postponement facilities.
Immediate implementation of telematic means, for meetings and voting of the collegiate bodies of the City Council, claiming if necessary help from the Ministry of Finance.
Restore the electronic headquarters of the City Council, in order to avoid any face-to-face procedures for citizens.
Development of a single window to support and resolve the doubts of merchants, restaurateurs, SMEs and the self-employed affected by the COVID-19 crisis.
Propose a percentage drop in all salaries of the municipal corporation, while the crisis lasts and normality is restored.
