FIRST ARTICLE
The City Council of Alhama, through the Department of Sports, announces the granting of aid for elite athletes or promotion of the town to collaborate in personal development and sports projection.
SECOND ARTICLE: BENEFICIARIES AND HELP AMOUNT
Those athletes who have participated in the Final Phases of the official Spanish Championships, organized by the respective National Federations, may request assistance.
And the athletes participating in International Competitions representing the National Team.
It establishes two levels of athletes:
A) Athletes who only participate in Final Phases of National Championships.
B) Athletes who, in addition to participating in National Championships, do so in Official International Competitions representing the National Team.
The amount of the aid will be financed from Budget Item 341, 48002 Sports Program Grants.
The maximum amount for the year 2019 will be € 4,000.
THIRD ARTICLE: SUBJECT OF THE SUBSIDY
The aid of this call will be aimed at supporting sports practice, facilitating the improvement of the performance of athletes and optimizing their participation in sports competitions, as well as their adequate technification in their specialty or sport modality, and must be allocated by the beneficiaries to expenses of the activities carried out in the year 2020. The grants granted will be compatible with others of a public or private nature that are granted for the same purpose without the sum of all of them being able to exceed the amount of the financed expenses, reintegrating the excess produced to the City Council from Alhama de Murcia.
A) The aid must be destined fundamentally to achieve the psychophysical and technical improvement of the athlete, for which reason the expenses derived from:
1. The acquisition and purchase of sports equipment and equipment for training and competition.
2. Participation in sports competitions (payment of licenses and registration, travel and stays).
3. Others that may be recognized as indispensable for the achievement of the planned sports objectives.
B) In no case will invoices derived from the purchase of pharmaceutical and prosthetic products be taken into account.
C) The eligible expenses correspond to the merits made in the 2019 sports season and will be justified with invoices corresponding to the 2020 calendar year.
D) The realization of the program for which the subsidy was granted will be the sole responsibility of the applicant, as well as the human and material resources required to comply with tax and Social Security obligations, that derive from them.
FOURTH ARTICLE: BENEFICIARY REQUIREMENTS
A) They may apply for these scholarships athletes resident and registered in Alhama and who are in possession of the current federative license of the corresponding sports modality of a sports federation.
B) It will be essential to qualify for the subsidy not to be pending justification of any municipal aid previously granted.
C) The persons or entities in which any of the following circumstances concur may not obtain the status of beneficiary:
· Having been sentenced by a final sentence to the penalty of loss of the possibility of obtaining subsidies or public aid.
· Have resulted, because of which they were found guilty, to the firm termination of any contract concluded with the Administration.
· Not being up to date in the fulfillment of tax obligations or against Social Security imposed by the provisions in force, in the manner determined by regulation.
· Not being up to date with the payment of obligations for reimbursement of grants.
· The others provided for in article 13.2 of the General Grants Law 38/2003.
FIFTH ARTICLE: APPLICATIONS, DOCUMENTATION, PLACE AND SUBMISSION PERIOD
In order to attend this call, it will be necessary for the interested parties to submit a request in accordance with the provisions of article 66 of Law 39/2015, on the Legal Regime of Public Administrations and of the Common Procedure, which will be formalized with the attached form of the Annex II, duly completed.
Applications must be accompanied by the following documents:
· Statement responsible for being up to date with tax and social security debts.
(Annex III).
· Sports history, certified by the corresponding Federation.
· Planning / program of the sports season:
o Name of the Club to which it belongs.
o Category in which it participates.
o Sports specialty / s in which it participates within the modality to which it belongs.
o Detailed cost of the expenses caused by the competition program to be carried out.
· Affidavit of subsidies or grants received from other public or private Administrations or institutions, for the same purpose.
· Certified photocopy of the DNI in force with the NIF and the corresponding federative license.
· in force.
· Address and contact telephone number.
· Bank data.
Applications will be submitted at the registration offices of the City of Alhama de Murcia, or by any means established in article 16.4 of Law 39/2015, on the Legal Regime of Public Administrations and the Common Administrative Procedure, as well as by One-stop shop in those municipalities that have it, within 15 calendar days from the following to the publication on the board, of this call.
ARTICLE SIX: PROCEDURE AND COMPETENT BODIES
The competence of instruction of the application files will correspond to the Department of Sports.
The Municipal Sports Service after receiving the request, will proceed, where appropriate, to request the applicant to correct the defects that are observed in them or in their mandatory documentation, correction that must be made within a maximum period of 10 days, warning that If they do not do so, the application will be filed without further processing.
For the purposes of the procedure for the management of aid, instruction and technical proposal, the examining body may request applicants to provide as much information, information and documents related to the activity or related to it as it deems necessary.
The Municipal Sports Service will inform about the suitability of the application to the objectives of the call.
SEVENTH ARTICLE: EVALUATION
A) For the study and evaluation of aid applications, an Evaluation Commission will be set up whose task will be the preparation of a report that will be submitted to the Delegate Councilor for Sports.
For the preparation of said report, the scales set out in Annex I.
B) Once the corresponding assessment opinion has been issued, the Sports Delegate Councilor will submit it to the Local Government Board as a Motion for a Resolution for the adoption of the corresponding agreements.
ARTICLE EIGHT: PAYMENT OF GRANTED AID
The payment of the aid will be made as established in the resolution for which they are granted, taking into account that the amount they receive will be delivered in a single payment corresponding to the total amount of aid granted.
NINTH ARTICLE: FORM AND DEADLINE FOR JUSTIFICATION
Athletes who are beneficiaries of these scholarships will be required to submit the following documentation to the Department of Sports, before September 30, 2020:
A) Certified photocopies of the invoices in the name of the subsidized person, with indication of the recipient, concept and amount of the expenses related to the program presented (the invoices must be of the calendar year of the concession).
The justification must be made by crediting the expense for the entire amount granted.
B) Memory of the sports program carried out during the year 2019. With the results obtained and certified by the corresponding Federation.
C) Economic-financial report that expresses the income and expenses produced in the subsidized activity.
After the deadline for the justification of the scholarship without the interested party submitting any documentation, or if it is insufficient, it will be required and a non-extendable period of 10 days will be given to prove the expense, after which, without being corrected the deficiencies, will proceed without further revocation of the subsidy granted and, where appropriate, the return of the corresponding refunds.
The aid will be reimbursed in the other cases provided for in the General Subsidies Law.
Subsidized persons are also obliged to:
· Admit the presence in their training of the person or persons designated by the Department.
· Record in all the information, documentation and publication that you make, that the person is subsidized by the City of Alhama.
TENTH ARTICLE: RESPONSIBILITY AND SANCTIONING REGIME
The beneficiaries of the aid regulated by this call will be subject to the system of responsibilities and penalty system, provided for in Law 38/2003, of November 17 and development regulations.
FINAL PROVISIONS
1. These terms and conditions will not affect grants that are specifically included in the Municipal Budget.
2. The present rules and call, once approved, will be published on the notice board of the City of Alhama de Murcia and on the National Subsidies platform.
3. The management related to the granting, justification and revocation of the subsidies will be previously informed by the Intervention in the exercise of the audit and accounting functions that are its own.
4. In everything not provided for by these rules, the provisions of Law 38/2003 of November 17, General of Grants and its development regulations will be applied.
