The City Council allocates 9.6 million euros to investments in the period 2018-2019 (14/02/2019)

Investments worth 5.7 million euros started and in the bidding process

Last year, the value of the investments executed amounted to 2.3 million euros

The municipal budgets for 2019 collect 1.2 million in the investment chapter

The estimated surplus for 2018 and the value of the municipal land assets (SMP) will enable financially sustainable investments (SFI) for an amount of 380,000 euros

The Councilor for Finance, Felipe García, explained on Tuesday before the Local Council of Economy and Employment that the municipal government has started since 2018 or is in the process of bidding for investments amounting to 5.7 million euros.

These are works that were budgeted last year and will be completed during this year, such as:

· Repair of municipal infrastructures damaged by the rains of 2016 (€ 120,000).

· Repair of municipal infrastructures (drainage and road network) as a result of the 2016 rains (270,000).

· Replacement of the heated pool cover (€ 198,000).

· Installation of luminaires for the improvement of energy efficiency (€ 240,000) for Los Secanos district, districts and town center.

· Conservation works for the municipal auditorium (€ 143,000).

· Supply of rubber floor for playgrounds (€ 48,000).

· Remodeling of the House of Culture (€ 250,000).

· Cartagena avenue paving (€ 392,000).

· Remodeling of the athletics track (550,000 €).

· Construction of the sports pavilion in El Praíco (€ 1,338,000).

· Access road to Los Dolores neighborhood (€ 1,399,000).

· New platform vehicle for the electricity brigade (€ 70,000).

· Renovation of supply and sanitation networks in Calle Colón, Alfonso X and adjacent streets (€ 672,000).

On the other hand, García gave an account of the most representative investments included in the proposal for municipal budgets for 2019, worth 1.2 million euros:

· Paving of Postigos street (€ 70,000).

· Implementation of the fifth container, or brown container, for organic matter (€ 50,000).

· Inclusive games in parks (€ 28,000).

· Investments in gardens and green areas (€ 109,000).

· Works in schools (€ 20,000).

· Last phase of settlement of the Castle (€ 760,000) * Pending approval of 1.5% cultural Ministry of Development.

· Participatory budgets (€ 208,000, of which € 122,000 are charged to the 2019 budgets, plus € 52,500 charged to the 2018 surplus and € 34,000 to be incorporated into the budget this year, corresponding to action programs).

In addition, actions will also be undertaken in infrastructure to improve the evacuation of rainwater in the hamlet of El Berro for € 70,000.

"A commitment to the first edition of participatory budgets, which although it was not elected by a majority, it was a commitment of the Mayor to carry out that project," said the councilman.

As for the Municipal Land Heritage (PMS) and surplus 2018, it is planned to make investments in the 'road plan' amounting to € 70,000.

Finally, in relation to investments, the councilor reported that the value of what was executed in the last financial year 2018 amounted to 2.3 million euros, which made possible, among others:

· Renewal of sanitation and supply networks in different neighborhoods.

· Dining room and multipurpose room in the CEIP Sierra Espuña.

· Actions to improve energy efficiency.

· Unique platform on Parricas street.

· Works and equipment in schools.

· Performances in sports facilities.

· Renewal of the supply market.

· Remodeling works of the Adolfo Suárez pavilion.

García explained that "these are the fourth and final budgets of this term and come to consolidate the programmatic commitments acquired with neighbors in May 2015", among which he highlighted the savings in the cost of the Government team in more than 160,000 euros per year (€ 640,000 in four years), with respect to the previous term, aimed at public education policies and equality of opportunity in Alhama.

"From the beginning of the legislature we settled the debts of more than 3 million euros that were with the banks, sentences and regularization of outstanding payments with public employees, and we left them to zero," he said.

In relation to one of them, the so-called "Socamex Sentence", the councilor said that "they are going to allocate 360,000 euros from the Treasury remnant, taking as fulfilled the commitment acquired with the company in November 2015 to implement improvements in the drinking water and sanitation networks ".

Felipe García also spoke about "the reduction of taxes in the rubbish rate of 30% for people over 65 years old and people who live alone with scarce economic resources".

As well as a "savings on the electricity bill of the City, committed at 10%, but that has been at least 15%, which translates into 300,000 euros less spending in 2017-2018, which have made possible part of the previous investments ".

"We have also kept the receipt of the Contribution (IBI) frozen, after it increased more than 35% in the previous term," he said.

According to the councilor "the previous budgets have made possible the improvement of sports and socio-cultural spaces, such as the gymnasium of the Guadalentín complex, the Adolfo Suárez pavilion, the climbing wall, the Cine Velasco, the athletics track, the El Praíco sports pavilion, the dining room and pavilion of the CEIP Sierra Espuña and now, about to begin, the House of Culture ".

Investments in education

The councilman of the Treasury described some examples in education that have been implemented and are still underway in the current legislature:

· Digital boards, computers and air conditioners in schools.

· Works and provision of other materials in public educational centers.

· Creation of book banks in collaboration with the ampas.

· Start-up of the program 'Connecting Pedanías'.

· Awards for the Culture of Effort.

· Program of leisure activities and free time 'Un ratito más'.

· Project of the new IES Valle de Leiva.

· Grants and grants for university transport.

· Programs for young people with special needs.

· Educational reinforcement through volunteer teachers.

· Cardioprotected school centers.

· Theater and cinema workshops.

· Project 'Language Experience'.

· Services of zampabús and morning proximity.

· Translation, mediation and counseling services.

· Subsidies to projects in educational centers.

· Adaptation of the CEIP Antonio Machado dining room.

· Teacher training and the educational community.

· Large conferences, such as those of César Bona, José Ramón Gamo and Salvador Martínez.

· School swimming program.

· Alternative measures to expulsion.

· Tutor Agent Accompaniment Program.

Investment in employment

García said that "we have made possible the hiring of people with disabilities through the program for the performance of non-structural tasks, as well as neighbors at risk of social exclusion through the program of Tax Revenues to Companies, policies that improve the lives of people".

Investments in works to improve drinking water and sanitation networks

"Throughout this legislature we have invested more than 4.5 million euros in the replacement of old pipes in different streets and neighborhoods of the municipality.We have a study that determines the need to continue undertaking these works in the amount of 26 million euros. euros to complete the replacement of these networks in most of the municipality, "added the councilman.

Investments in the area of ​​Social Services

Felipe García said that "budgets have also made it possible to change the model in the granting of 'social aid' for inclusion, moving from a model based on charity to one based on the dignity of people."

BUDGET OF INCOME 2019

Direct taxes:

Direct taxes:

ICIO: Garcia pointed out that "we wanted to be proactive, since last year we budgeted an amount above the amount actually collected and this has caused us to deduct close to 300,000 euros in the budget for 2019."

Fees and other income:

As a novelty in the year for 2019, the purchase of drinking water is not budgeted, which was invoiced by the Mancomunidad de los Canales del Taibilla directly to the City Council.

By full agreement of October 2018, it was agreed that the billing be made directly to the service concessionaire.

Participation in state taxes and current subsidies:

It is shaped in a similar way to last year.

Property income:

Income corresponding to the Socamex canon was budgeted that had not been taken into account last year.

Sale of real investments:

The councilor reported the sale of a site in the Industrial Park of Alhama, budgeted at 700,000 euros.

Capital subsidies:

In this chapter the subsidy of 1.5% Cultural has been budgeted for the last phase of restoration of the Castle, amounting to 470,000 euros.

COST BUDGET 2019

Personal expenses:

- The program of alternative measures to expulsion is doubled in the monitoring and compliance of compulsory schooling in institutes.

- The program of leisure activities and free time 'Un ratito más' is extended ".

Current transfers:

- Improvements in support services for families with minors.

- Aid to alleviate energy poverty.

- Aids for basic food.

- A project is budgeted for the strengthening of the school reinforcement and absenteeism program.

- Young space in the Instructional Circle of the Worker.

- Promotion of tourism through a greater contribution to the Commonwealth Tourism of Sierra Espuña.

Real investments:

Budget: 1,235,501 euros.

Capital transfers:

Aid to enable the social inclusion of people with addictions.
