Bases for the installation of drinks bars during the Mayos 2018 (07/03/2018)

First: object

These bases are intended to regulate the concession for the installation of beverage bars in extraordinary events of the Los Mayos de Alhama de Murcia festivities, during the year 2018. The installation of these will have to comply with these conditions, complementing the determinations of another any municipal ordinance that were applicable and municipal agreements.

The bars, installed on municipal land, are therefore public.

Its administration corresponds to the City Council and its main objective is to contribute to the enhancement and splendor of each of the events.

With this purpose, the City Council, through the councils of Celebrations, Commerce and Hospitality, as responsible for the planning, management and arrangement of the parties will ensure compliance with current regulations.

Second: extraordinary events and characteristics of your location

For each of these events, which are related below, the awardee must submit, prior to the placement of bars, a sketch of their location, to agree on their placement, with the councils of Celebrations and Hospitality.



They will be installed on May 1, during the development of the Rice Competition, between 11 and 18 hours, approximately, establishing the schedule in accordance with the council of Celebrations.

The number of bars to be installed will be a maximum of 3 and the City of Alhama de Murcia will provide a booth that is used as a warehouse.

The place will be in the Parque de la Cubana, former PIT.

In case the dates of the party are modified, the Department of Celebrations will communicate it in advance to the lessee company.



On May 5, during the development of Los Mayos concert, between 10 pm on Saturday 5 and 2:00 pm on Sunday, May 6, approximately, establishing the schedule according to the Department of Celebrations.

The number of bars to be installed will be a maximum of 8 and the City of Alhama de Murcia will provide a booth that is used as a warehouse.

The place will be in the Parque de la Cubana, former PIT.

In case the dates of the party are modified, the Department of Celebrations will communicate it in advance to the lessee company.

Third: request for authorization

All natural or legal persons interested in the concession, must apply in writing to the City Council through instance, Annex 1, which may be collected in the Department of Celebrations of the City of Alhama de Murcia, located in the House of Culture.

Along with the instance (Annex 1) will be attached:

- Photocopy of the CIF or NIF of the applicant and, where appropriate, of the representative.

- Responsible declaration, according to Annex 2.

- Economic offer for the granting of the installation of these bars.

The offer must be presented in a sealed envelope.

The minimum bid must be the following:

LOT: Rice Contest of Los Mayos.

Concert of Los Mayos.

€ 300

Only one application per entity or per business location will be accepted.

Instances may be collected from the day of publication of these bases, ending the deadline for submission of the same on March 15, 2018, at 2:00 pm.

Fourth: requirements

Any catering business owner, implanted in Alhama de Murcia, will be eligible to lease this service, be they natural and / or legal persons, duly registered as such in IAE.

You must be aware of your economic and fiscal obligations to public administrations, including the City Council of Alhama de Murcia.

The exploitation will be done directly by the petitioners and accepting these bases and other rules that govern in relation to the holidays, resulting in the applicant responsible for any falsehood or non-compliance.

Fifth: follow-up commission

The follow-up commission will be integrated by the delegated councilors of Commerce, Catering and Celebrations and the coordinating official of the council of Celebrations.

The Commission will have the competencies established in these bases and will ensure full compliance, resolving the issues that may arise regarding interpretation, development and effects of the application thereof.

It will be the one who approves the dealer the placement or exact location of the bars.

Sixth: award procedure

The award of the bars will be carried out through a closed auction, among all the applicants, who meet the conditions to opt for the lease.

The day, time and place will be previously communicated to the interested parties.

Seventh: other obligations


The applicant establishments expressly undertake not to transfer or assign their bar to another owner different from the one requested in the presentation instance.


The City Council of Alhama de Murcia, will provide in each of the related events:

- Booth-kiosk, with light installation.

- General services for public use.


The person in charge of the bars agrees to leave the place of location in identical conditions in which they were found, to strictly comply with the preventive measures that regulate the hygienic-sanitary norms, observing hygiene measures in the bars and drinks to be consumed, as well as as the decoration and decoration of the interior and exterior of each bar, personally taking responsibility for any damage that may be caused, as well as compensation for damages that may be inflicted on the persons and property of users and / or third parties as a result of the performance of this activity.


Beverages-soft drinks (beer, cola, etc.) can not be served in glass bottle format.

The drink must be served directly in glasses, that is, it can not be delivered to the customer, any type of container (plastic bottles or bottles).


It will be the responsibility of the tenant to clean the area and surroundings where the bar is located.


The sale of alcohol to minors under 18 is completely forbidden, an announcement that will have to be reflected on blackboards or ad panel, along with the corresponding prices of drinks.

The prices may be freely determined by the tenant, although they must clearly and visibly state the prices of each product.


It is prohibited to introduce vehicles of any kind to the site, except those that for a limited time must provide services and always outside the opening hours to the public.


The lessee is obliged to respect the closure schedule that has been set for each event.

Eighth: breach of obligations

If any of these obligations is breached, the bar may be closed and the lease terminated, for the time remaining pending, ex officio or by complaint, without it being able to claim compensation from the City Council for damages or losses due to the closure decreed, in addition to not to be able to apply for this service in the next two years.

If it were the case that the beneficiary establishment had to renounce the service awarded to it, it can not be transferred, but must notify the City Council so that its space is awarded again, with the applications submitted within the established period.
