Valuation of the Ordinary Plenary Session of November 28, 2017 - IU-Greens (29/11/2017)

The plenary approved the motions of the Municipal Group of IU-Greens to incorporate social and environmental clauses in municipal contracts, and the one that requests the reform of the Budget Stability and Financial Sustainability Law.

In the motion on social and environmental clauses, it was approved to apply criteria such as the quality of the employment conditions, the social labor insertion of disadvantaged groups, the functional diversity, gender, environmental and fair trade policies in all public procurement and purchases. .

To this end, the instruction to contemplate these clauses and the preparation of a manual that will serve as a guide for its application, as well as the training of the responsible municipal officials, will be set in motion.

The popular councilors and Citizens, with their vote against, made it clear that they are in public institutions for other matters, which do not go through supporting initiatives to end inequalities and social imbalances.

For its part, the Municipal Government requested a deadline for its implementation, supporting it with the commitment of its implementation during the second half of 2018.

The second of the motions requested the modification of the regulation of the Expenditure Rule, introduced by the Law of Budgetary Stability and Financial Sustainability (known as the Montoro Law), in development of the reform of article 135 of the Spanish Constitution, which has supposed restrict and constrain decision-making in public administrations, especially affecting the municipalities as the administration closest to citizens.

The Rule of Expenditure prevents -although there is a surplus- that this positive balance is dedicated to social spending or to make new investments, and must be used to repay debt in an anticipated manner, even if it is absurd from the economic point of view.

In the exhibition though, the City Council of Madrid is cited as an example, it focuses on the comparative grievance for the Local Corporations with respect to the demands of other administrations, approving to urge the Government to promote a reform of the Organic Law of Budgetary Stability and Financial Sustainability , and allow Local Corporations that comply with the criteria of budgetary stability and financial sustainability, as well as control of delinquency, reinvest the fiscal surplus and prioritize the necessary spending to ensure the provision of fundamental public services.

With regard to the annulment of the Special Plan "Paramount Theme Park" in compliance with judgment n ° 202/17 of the Chamber of Contentious Administrative Matters of the Superior Court of Justice of Murcia.

The same gives the reason to Ecologists in Action, estimating the appeal filed against the Plenary agreement that rejected their allegations to the final approval of the Paramount Partial Plan, which considers canceled by not being in accordance with law.

We recall that the Municipal Councilors of IU-Greens, we were the only ones who voted against, in the plenary session on September 26, 2013, when the Popular Party and Citizens rejected the appeal filed by Ecologists in Action.

In our speech, we expressed that we considered an illegality to declare the development of part of a protected space to increase the buildability in the rest of the Paramount project.

To the councilors of the PP-Citizens pact we warned them of their irresponsible attitude, that the matter would end up in the courts and that someday it would be solved.

However, his concern was to get the most out of Paramount media with first stones, partisan acts in the House of Culture or creating false expectations for the Alhameños with an office for the reception of curriculums on the municipal website and in our Park. Industrial, waiting for the electoral revenues that would bring them.

The Municipal Group of IU-Greens supported the accession to the Collaboration Agreement with the Autonomous Community in relation to the implementation of the Electronic Administration and the joint motion on the International Day against Gender Violence, in which we pointed out that violence against women women is cross-cutting and is present in all areas of society, in all social classes and in all age groups.

As well as the concern that true letters are not taken in the matter and, violence in general and gender in particular, is installed in our society as something relatively normal of which we only become aware once a year.
