The City Council and the residents association of La Costera sign an agreement for the rehabilitation of the El Charco house (11/12/2018)

The mayor of Alhama de Murcia, Mariola Guevara, today signed a collaboration agreement with the president of the La Costera neighborhood association, Juani Martínez, for the assignment of precarious use of the house of El Charco, located on the farm municipal environmental interest La Umbría de Carrascoy, of which the City of Alhama is owner since 2009.

Through the agreement, the association is committed to the rehabilitation of the building, approximately 55 m2, and its implementation for own activities linked to the protected natural space where it is integrated.

The City Council has allocated a budget of 15,000 euros for the 2018 Budget for the execution of the works and has committed to expediting the authorization periods of the proceedings as much as possible, as well as providing advice.

For its part, the association of neighbors must take care of the drafting of the technical project and ask for the necessary authorizations and permits, as a promoter entity.

In addition, you can request the bonus of the Building, Installation and Works Tax (ICIO) to the extent permitted by the current Municipal Ordinance, and you must assign ownership of the works to the City Council.

The putting into use of the building requires an integral rehabilitation because its conditions of health, safety and accessibility are deficient.

They are necessary, among other works, those of demolition of the walls and roofs demolished, removal of debris, lifting of retaining wall in the east, concreting of rear ditch for water evacuation, repair of pavements and coatings, improvement of carpentry, etc. .

Once the works are completed, the association will also take care of the maintenance of the facilities, and their actions will be coordinated with the City Council.

The agreement has a validity of two years, extendable to two others by express agreement of both parties.

Municipal estate La Umbría

The La Umbría municipal estate is included within the limits of the Carrascoy and El Valle Regional Park, a natural area that is also SCI (Site of Community Importance, of the Natura 2000 Network) and has numerous environmental values, as they are accredited in the file of assignment of the property by means of the study 'Ecological and Environmental Characterization of the Land of Environmental Transfer' NUPE 22.01 '.

The farm has a great richness in habitats, flora, fauna and non anthropized natural environments that give it a high environmental value.

Its geographical characteristics make it situate halfway to the environmental extremes of the Region of Murcia, so, as far as flora is concerned, you can find either Ibero-Africanisms or Murcian-Almerian elements, as elements of optimal Betic or Middle-European .

There are many small plots of land suitable for the creation of botanical micro-reserves.

There are hunting and nesting areas of the different raptors and of conservationist interest that make up the nesting and migratory colony of the Carrascoy and El Valle Regional Park.

It is important for the conservation of regional vertebrate species, among which the existing colony of bats stands out and functions as a biological corridor between the SPAs Saladares del Guadalentín and Monte El Valle and the Altaona and Escalona mountain ranges.

Within the farm, in its highest part, at about 750 meters above sea level, there is a place known as 'El Charco'.

In it are some of the most unique remains of the site, in particular an old shepherd's house, a large corral and, near both, an old cistern.

In addition, within this area some of the best examples of oak (Quercus rotundifolia) of the entire Sierra de Carrascoy are conserved.

The old shepherd's house has an approximate surface of about 55 m2, of which the dependency located to the east, of about 35 m2, presents an important deterioration, with the semi-ruined north wall and part of the roof without support, while the rest presents an acceptable state of conservation.

Attached to this building there is a large corral with an approximate area of ​​about 730 m2.

Its old line is sunken and the wall has sections also half-ruined and there are no supplies of water or electricity.

The farm and its adjacent areas have traditionally been used as a place for grazing, firing, collecting aromatics, obtaining honey, hunting and other natural products.

Its exercise in the area has been documented since time immemorial, but since its acquisition by the City Council, new possibilities have been opened to increase its value by seeking to make other activities such as hiking, education and environmental interpretation, cycling, nature photography compatible. , recreation and, of course, research and improvement of natural resources, among others.

Some of these activities have already been implemented in the place by this City Council.
